Ja Rule was born Jeffrey Atkins on February 29, 1976 in Queens, New York. He emerged onto the music scene with his wildly successful record called Venni Vetti Vecci, which dropped in 1999 and was considered a hardcore edition to the industry of rap/hip hop.
